PowerShell is something I wouldn't recommend: With default settings you can't run any script, with relaxed settings any (malicious) script will just run.
And I'd pick a language where you can find an online environment to run scripts or compile and run programs - there are many. It's safe (unless you enter secrets there) to try and learn, and doesn't leave potentially unsafe code on the local computer.
